The Brook Park City Council voted to authorize the mayor to contract with Roland Brothers Company Inc. for $176,500 to repair storm damage to the city’s ball fields, parks and playgrounds, adopting the ordinance under suspension of the rules Tuesday night.
Council members amended Section 1 to add American Legion Park to the list of job locations covered by the contract. Mayor Orcutt told council that American Legion Park had taken heavy tornado damage on Aug. 6, 2024; he said crews had completed bleacher repairs and that fencing work at that site and at others would continue under the Roland Brothers contract.
Mayor Orcutt said some assets — including bleachers and certain ball-field fencing — are covered by insurance, while a privacy fence along Park Drive and other items will be claimed through the state emergency-management process. “We have a claim … for over $400,000,” the mayor said, adding that the $176,500 contract will be covered either by insurance or state emergency funds once claims are processed.
Council members asked whether the bids and proposal dates were current; one council member requested copies of competing bids and the service director agreed to send them. Councilman Mancini pressed for assurances that the fields would be ready for upcoming practices and games; the mayor and staff said repairs prioritized heavily used fields and that resurfacing and other park work would continue as weather permits.
The ordinance (listed in the record as Order 11462-2025) was moved and adopted under suspension of the rules. The council also discussed scheduling and timing: members noted that some work already had been performed under threshold authority and that additional repairs now exceed that threshold and required council authorization.
The item does not itself obligate the city’s insurance or state reimbursement but authorizes spending so repairs can proceed; the administration reported intent to seek reimbursement through insurance claims and state emergency-management funds.
Council and staff said the work is part of ongoing tornado-recovery efforts that have included bleacher, roof and field repairs at sites across the city.
