Highlights of the board’s recommendations and procedural votes during the meeting included: adoption of salary/stipend recommendations for elected officials (Article 3), authorization of the five‑year classification and compensation appropriation (Article 6), approval of the property‑tax assistance appropriation (Article 7), support for public‑facilities maintenance and other annual capital and operating articles, and multiple recommendations on Chapter 90, CPA, and Community Preservation items. The board discussed and voted to recommend several articles tied to capital projects — including Cogswell building phases, public works infrastructure and the Center at the Heights renovations — while deferring action or asking for follow‑up on others where additional information was requested. The board also reviewed special‑town‑meeting items such as appropriation from prior surpluses and transfers tied to specific projects.
For many articles the board’s recommendation was moved, seconded and adopted by voice vote; finance‑related articles were discussed with the finance committee’s input and in some cases the board asked staff to provide additional data (for example, historical energy‑rebate receipts to inform a proposed revolving fund). Several articles were postponed for further review (including large requests where the board asked for more detail) and one citizen‑sponsored warrant item (related to a previously circulated petition) was discussed and scheduled for a later recommendation. The board emphasized that Town Meeting remains the decision body for appropriations and bylaw changes and that Select Board recommendations are advisory for Town Meeting members.
