Representative McGinnis introduced House Bill 3632, which would add accounting majors to the list of qualifying majors eligible for enhancement stipends under the Palmetto Fellows and LIFE scholarship programs. He described some economics and business courses as math-intensive and argued accounting should be included among qualifying STEM-related courses.

"The fiscal impact is minimal as CHE just told me," McGinnis said, referring to the Commission on Higher Education analysis. Committee members moved the bill and voted it out of committee by roll call. The clerk announced the result: "By a vote of 16 to 0, the bill passes favorably."

Supporters characterized the change as a narrow eligibility clarification that would not significantly alter the scholarship program’s cost. The bill will advance to the next legislative stage for further consideration.
