Senator Deber moved adoption of the Senate language and Representative Mitscog seconded. Members discussed whether the state should build and own housing or whether private developers should build facilities with the state purchasing services. "The developer would own the facility, construct the facility. The state would provide the planning dollars?" a committee member asked; Senators and representatives agreed the intent was to have private developers construct facilities while the state would fund services.
Representative Mitscog recalled the amount came from the department and described the appropriation as intended to support a solution beyond a single family case that prompted the proposal. Some members asked for more information and testimony; one member said he had not received enough information to support the motion and sought additional review. Representative Bridall and others said they wanted more time to study testimony and materials.
Chairman Nelson called the roll; recorded votes were: Chairman Nelson — yes; Representative O'Brien — no; Representative Mitscog — yes; Chairman Deaver — yes; Senator Cleary — yes; Senator Davidson — yes. The committee secretary announced, "That motion carries 5 1."
Members said they support further evaluation of the program structure and will expect follow-up details on ownership, operations, and how state funds would interact with existing programs such as Anne Carlson services.
The committee will revisit implementation details as the budget bill proceeds.
