The El Segundo Planning Commission voted 5-0 April 24 to receive on file the Community Development Director's approval of Environmental Assessment EA1383 and Administrative Use Permit AUP25-01, clearing the way for beer-and-wine service at Second Wind, an existing restaurant at 747 North Douglas Street.
Staff said the request is to allow beer and wine for on-site sale and consumption as an ancillary service to the restaurant’s food service. "Staff believes that the required findings can be made to approve the alcohol service at the site," Community Development staff member Maria Baldenegro told the commission, and noted conditions of approval intended "to ensure the health and safety of the public." The proposed hours are 11 a.m. to 11 p.m. daily.
The location sits in a commercial campus that previously hosted Lisa’s Bon Appetit, which held an ABC license until February 2019. Baldenegro said Second Wind has operated at the site since September 2024 and that the indoor dining area measures about 842 square feet while the outdoor dining area is about 617 square feet. She also told commissioners that when a business that once held an ABC license stops maintaining it for two years, State Alcoholic Beverage Control rules require a new administrative use permit for alcohol service.
Liligar Damaso, representing the applicant and identified on the record as working with Liquor License Brokers, told commissioners the operator intends beer-and-wine service only, not off-site sales or distilled spirits. “So as already stated, this site was previously licensed with the type 41 and the operator just wants to be able to offer beer and wine as an ancillary service,” Damaso said, adding that the operator runs another local restaurant licensed for beer and wine.
Public comment on the item was limited to the applicant’s representative; no other members of the public spoke on the record. Commissioner votes were recorded by roll call: Commissioner Christian — aye; Commissioner Taylor — aye; Commissioner McCafferty — aye; Vice Chair Inga — aye; Chair McGaughy — aye. The motion passed 5-0.
The permit approval includes conditions of approval and a requirement that the applicant apply for the appropriate ABC license within one year. The staff report noted the approval is conditioned to protect public health and safety and to be consistent with municipal requirements for on-site alcohol service. The commission did not modify the director’s decision. The project record is listed as Environmental Assessment EA1383 and Administrative Use Permit AUP25-01.
The director’s decision and the permit conditions will be part of the project file; the applicant must complete the ABC licensing process with the Department of Alcoholic Beverage Control as required by state law.
