The Transportation Coordinating Committee voted unanimously at its November meeting to approve board modifications to the 2024–2029 Transportation Improvement Program (TIP), including a new $2,000,000 project to fund an environmental analysis related to tolling in Big Cottonwood Canyon.
The TIP amendments approved by the committee package multiple roadway, intersection and maintenance projects that regional sponsors had previously reviewed. Committee members said the modification list includes both newly proposed projects and scope or funding changes to previously approved items.
Key projects added or amended in the board modification include:
- Big Cottonwood Canyon environmental study (tolling-related): $2,000,000 from the State Transportation Investment Funds Recreational Hotspot Program to fund an environmental assessment to evaluate tolling and mitigation strategies.
- 650 North / I-15 interchange work (Davis County): programming updated to $1,200,000 (Region 1 Transportation Solutions program) to construct dual right‑turn lanes to reduce weaving near SR‑126/1900 West.
- South Ogden (300 West) phased approach: project split into two phases, design and right‑of‑way acquisition for both phases, with Phase 1 (Chimes View) revised to about $4.9 million; sponsor to pursue additional funds for Phase 2.
- Kaysville (SR‑273/Main Street) structure repairs: change in scope to include patching and microsurfacing on the structure over US‑89; additional $1,100,000 requested.
- Washington Terrace (300 West): additional $215,000 in STP funds requested to cover widening, curb/gutter, sidewalk, and pedestrian ramp improvements (local sponsor working to reduce any remaining shortfall).
- Woods Cross intersection improvements (800 West & 1500 South): additional $250,000 requested for right‑of‑way and improvements.
Committee discussion on the package focused largely on the Big Cottonwood Canyon item (detailed in a separate staff presentation), an updated cost estimate on the Davis County interchange item, and the decision to phase the South Ogden project rather than pause it while additional funds are sought. After discussion, Transcom member Ben moved approval and the committee recorded a unanimous voice vote in favor.
