On June 20 the Transportation Coordinating Committee approved a board modification to the 2024–2029 Transportation Improvement Program (TIP) and voted to release the draft 2025–2030 TIP and associated air quality conformity analysis for public review and comment.
The committee approved the board modification by voice vote, then unanimously authorized staff to publish the 2025–2030 draft TIP for public review beginning June 29 and concluding Aug. 3. Two open houses were scheduled during the comment period (Region 2 open house on June 9 and the Salt Lake urban-area open house on June 16), and staff said an interactive map and online comment tools will be available at www.wfrc.org.
Why it matters: The TIP is a six-year program of highway, transit and active-transportation projects that must be financially constrained and conform to air quality rules. The document programs hundreds of millions of dollars of federal, state and local funds and determines which projects are eligible for federal funding.
Board modification highlights presented by WFRC staff included:
- Davis County (650 North): add $500,000 for construction of dual right-turn lanes onto southbound I‑15 ramps; revised estimated total cost $1,800,000 (additional funds requested).
- West Jordan (7000 South / 1500 West, near Arlan Elementary / Heartland Elementary): original engineer estimate rose during design to about $4.7 million (from earlier estimates of roughly $1.6–1.9 million). West Jordan contributed about $1.25 million but requested approximately $1.9 million additional local/STP funds to close the shortfall; the city plans to advertise the project by this fall.
- Recreational Trails Program: 36 projects nationally with about $2.9 million in federal funds for Utah; 15 projects in the Wasatch Front area totaling roughly $9.9 million with local match.
- Region 2 TAP (Transportation Alternatives Program) projects: five projects recommended for amendment into the TIP, including sidewalk infill in Murray (estimated $490,000, TAP $150,000), Mill Creek (approx. $66,000), and multiple Creek Road locations in Salt Lake County (combined estimated $446,000), plus a West Valley missing-sidewalk addition ($84,000).
Ben Withrich, WFRC staff, summarized the schedule for the draft TIP: public comment June 29–Aug. 3, review by technical advisory committees in early August, Transcon review Aug. 15, Regional Council consideration the following week and submittal to UDOT and federal agencies in late September for a potential Oct. 1 TIP adoption.
Actions taken at the meeting included a voice vote approving the minutes from April 25 and two unanimous voice votes to adopt the board modification and to release the draft 2025–2030 TIP for public review and concurrent air-quality conformity determination.
