Committee members framed the compromise as a response to a tightened revenue outlook. Chairman Nathie said budget reductions across state programs informed the offer to "meet halfway." Senator Shively expressed reluctance about trimming per‑pupil funding, saying, "I always said though that, sacrificing the per pupil payment would the last thing on my list that I would sacrifice." Representative Richter described the 2½/2½ proposal as "a compromise. It's not where we want it to be but it's a compromise number."
Committee staff initially gave a rough cost estimate for the half‑point increase that was later corrected during the meeting. Chairman Nathie read an estimate as "a little over $14,000,000," and then, after a correction from staff member Adam, said the additional cost would be about $24,000,000.
The vote was taken by roll call; the chair recorded the motion as adopted. No amendment to the per‑pupil figure was adopted during the meeting. Lawmakers indicated the compromise was aimed at closing the bill in light of broader budget reductions, and they moved on to other outstanding items after the vote.
