At the May 3 budget workshop Deltona staff described three projects grouped in the Municipal Complex fund for potential FY2026 funding: final renovations at City Hall to centralize customer service and collections, the second phase of the fire training complex, and land acquisition tied to a potential relocation of Fire Station 62.
Finance Director John McKinney told the commission that all three projects are listed in Fund 301 and that the list presented reflects preliminary planning. He said the projects could be funded from prior-year general fund balances: “I can tell you that all of the funding for these 3 projects are fully funded using prior year fund balance that's available within the general fund,” McKinney said.
Commissioners asked about the $3 million line item shown for Station 62; staff clarified the figure is the overall five-year CIP estimate and that the first-year request is for land acquisition only. McKinney also said that, if Station 62 remains inside the Community Redevelopment Area (CRA) and within a qualifying census tract, the city could use CRA and Community Development Block Grant (CDBG) funds for land acquisition, subject to CRA board approval.
Staff described the fire training complex site (Day Road near the post office and church) and said further property and design work will come to the commission. The City Hall item covers relocating the Building Department and customer service functions into the municipal lobby and centralizing cash collections and counters.
Next steps: staff will bring more detailed scopes, cost breakdowns and any CRA/CDBG requests back to the commission as part of the mid-year and FY2026 budget process; the draft mid-year amendment on the Monday following the workshop included related allocations for City Hall work.
