Staff member Andrew (staff member) outlined the first change addressing Direct Deposit: when an employee enters incorrect banking information in Dayforce and the city is charged a fee, the handbook would allow passing the $35 fee to the employee if the error is their own. Andrew said, “that fee would be passed along to them” when the error is on the employee's end and the city would not pass along fees caused by city errors.
Andrew also described classification and hours for battalion chiefs: the handbook change clarifies battalion chiefs are salaried, exempt employees expected to work a 56‑hour week and to accumulate compensatory time appropriate to that schedule.
A third amendment adds standardized pay language for public‑safety deployments so that non‑salaried personnel are paid consistently when they assist other jurisdictions. Andrew said the change followed a recent deployment and training that revealed a need for standard procedures.
The fourth change, Section 8.24, clarifies that employees arrested or charged with a crime will be placed on paid administrative leave pending investigation outcomes.
No formal vote on these handbook amendments occurred during the workshop; staff presented the items for council consideration and asked for any questions.
