The Lubbock Planning and Zoning Board voted 9-0 to approve a rezoning request for a parcel east of Indiana Avenue and north of 100 and Eighteenth Street and forwarded the case to city council for consideration on May 27, 2025, at 2 p.m.
Sam Bracken, city planning department staff, presented zone case 35-22 and said the applicant, Marilyn Downing, asked to change the property from Low Density Single Family District (SF-2) to Auto Urban Commercial District (AC). Bracken said surrounding properties are already zoned AC to the north, west and south, with Heavy Commercial (HC) to the east, and that the future land-use map designates the area for commercial uses. "Staff has no objection to the request," he said.
Bracken told the board that 15 notification letters were mailed and the planning department received zero responses. He also said the site fronts Indiana Avenue, which the 2018 Master Thoroughfare Plan designates as a principal arterial.
Marilyn Downing, the applicant, gave her name and address for the record and said she intended to sell the property. "I just wanted to be in alignment with all the other properties in the area," Downing told the board.
No members of the public spoke in opposition or in favor during the hearing. After a brief call for discussion, a board member moved to approve the rezoning and a second was made. The chair called the voice vote; "Motion carries 9 to nothing," the chair said.
The board’s approval advances the request to the City Council, which will hold its hearing on May 27, 2025, at 2 p.m. The meeting was adjourned at 6:06 p.m.
