The Fairview Board of Commissioners voted 4-1 Thursday to rezone a 28.75-acre parcel on Croquette Road from RS-40 (one home per 40,000 sq. ft.) to RS-15 (one home per 15,000 sq. ft.), a move staff said is consistent with the city’s comprehensive-plan guidance for higher-density residential uses near Highway 96 and I-40.
Planning staff member Ethan Greer told the board the property’s 2040 comprehensive-plan designation allows higher density; staff recommended approval and the planning commission forwarded the request 7-0.
Applicant Tim Mangrum, who identified himself as representing the property, said his team had not yet completed a concept plan but has met with an engineering firm and hoped to submit a concept “in the next 45 days.” Mangrum said the site’s topography is favorable for subdivision and indicated he expects a mix of lot sizes; he also said some lots could be roughly 20,000 square feet but that exact counts will depend on engineering, detention ponds and setbacks.
Several commissioners voiced concern about density and traffic. Commissioner Hall said he would prefer R-20 to limit initial density growth into a rural area, warning that early higher-density approvals can pave the way for more growth on surrounding properties. Mayor Anderson and others asked about drainage and whether the downstream systems in Aden Woods could handle runoff; Mangrum said earlier engineering for Aden Woods and current stormwater rules should prevent increases in downstream flow.
Commissioners also discussed access. Mangrum said the likely entrance would tie into a cul-de-sac in Aden Woods rather than onto Crow Cut Road, and that no entrance onto Crow Cut was planned.
The rezoning passed 4-1; one commissioner voted no. No final plat or detailed site plan was approved at the meeting. Mangrum said he expects to submit a concept plan for staff and planning commission feedback soon.
