Town meeting voters approved an article to transfer $200,000 from Community Preservation Act revenues into the town's conservation fund, a measure proponents said restores reserves depleted by recent land purchases.
John Campbell, speaking on behalf of the Community Preservation Committee, moved the appropriation and described the conservation fund as a tool to allow the Conservation Commission and the Open Space Committee to respond quickly when property becomes available. "This body, this town meeting has voted a number of times in favor of placing CPA money into the conservation fund," Campbell said, adding the money must still meet CPA guidelines.
The article was recommended by the Appropriations Committee and the Financial Planning Committee. Andrew Clark, a member of the Community Preservation Commission, reminded voters that the CPA requires setting aside at least 10% of new revenues for open space and recreation, and said placing the funds in the conservation account is consistent with the program's purpose.
Several residents spoke against the appropriation. Aaron Hutchins said he opposed the article on fiscal grounds, arguing rising costs and other capital priorities meant the town should reassess purchases. "Northborough's legislative priorities have been identical since I was on the Select Board over a decade ago," Hutchins said, explaining his vote against the article.
After limited debate, a procedural motion to end debate passed, and town meeting returned to Article 36. The article passed by a majority vote. The appropriation will be held in the town's conservation fund subject to CPA rules and any expenditure will require compliance with CPA guidelines and the normal review processes.
