The Senate Retirement and Independent Entities Confirmation Committee unanimously voted to favorably recommend Carl Wilson’s reappointment to the Utah State Retirement Board, advancing the nomination to the full Utah Senate.
Carl Wilson, a four-year board member and the board’s chair for the last two years, told the committee he has 32 years in financial services and has worked at US Bank for 27 years. “I have been in the financial services industry for 32 years starting at Fidelity Investments, then on to First Security Bank ... and then I’ve been at US Bank for the last 27 years,” Wilson said. He said he was “honored to be considered again” and added, “it’s been an honor to serve. And if the senators are supportive, I’d be honored to serve for 4 more years.”
Wilson described Utah Retirement Systems’ investment approach as disciplined and long term, saying the system’s diversification helped it weather recent market volatility. “2022 I think is a great example of the long term discipline of URS … the diversified strategies of URS helped have a much better return,” he said, and added that the system can access both public and private markets because of its size.
Committee chair Senator Harper asked whether Wilson had observed changes in direction or philosophy during his tenure. Wilson replied that stability and discipline were the keys and said the board had focused on risk understanding and mitigation under its current investment leadership.
Senator Plumb moved to recommend Wilson’s renomination to the full Senate. With no discussion and no public comment, the committee voted in favor; the chair ruled the motion passed unanimously. Dan Anderson, identified by Wilson during his remarks as Executive Director of Utah Retirement Systems, briefly entered the meeting to support the nominee.
The committee’s favorable recommendation sends the nomination to the full Utah Senate for consideration.
