The Avon Town Council on May 8 approved a package of annexation ordinances affecting six parcels, including two voluntary annexations from private owners and four town-owned parcels acquired during recent roundabout projects.
Council members took final readings and approved ordinances for Watson and Kernodle (part of the Briarwood development on County Road 900 East), MJ Ventures (County Road 200 North near Ronald Reagan Parkway), and four town-owned parcels purchased during roundabout work at 100 North & Dan Jones, 150 South & Avon Avenue, 625 East & U.S. 36 and County Road 900 East & County Road 200 North.
Staff noted the procedural steps required by statute for annexation: adoption of a fiscal plan and a public hearing (both of which the council completed at prior meetings) and then final adoption; for Watson and Kernodle staff said the ordinance will be recorded and becomes effective 30 days after advertisement. The town attorney/staff reiterated that the town must follow the same statutory steps for annexing town-owned land as it does for private property.
Council members raised questions about contiguity and whether any of the parcels might be asked to seek annexation voluntarily; staff confirmed contiguity routes for each parcel and said voluntary annexation requests had been submitted where appropriate. Each ordinance was approved on final reading by roll call.
Because several parcels were purchased by the town in connection with roundabout construction, staff said the annexations will regularize municipal jurisdiction over those sites and allow the town to manage them under town code.
