Public Works Director Catherine Howe and staff told the caucus that Yeadon should pass a Complete Streets resolution to be eligible for the federal USDOT 'Safer Streets for All' grant, with applications due in June.
"It's a grant from USDOT, federal dollars," Howe said. She explained there are two grant tracks: planning grants for studies and implementation grants for capital projects tied to an action plan. "The Complete Streets resolution, if it's not passed, we can't possibly come up with an action plan to address traffic in the borough to apply for funds to address those projects," she said.
Howe described possible projects that could form an action plan — parkways, traffic calming measures along Bailey and other corridors, and other street design work — and told council she would seek the council's direction on whether to apply for implementation money. Councilors asked procedural questions about whether the resolution needs a vote now or at a legislative meeting; staff said a resolution would permit application but does not itself obligate funds until an award is made.
Councilor Michael Trent and others expressed support for not losing the application window; staff said they would present a draft resolution at the legislative meeting for formal action.
No grant award or resolution was approved at the caucus; staff will return with a draft Complete Streets resolution and recommended project list for council consideration.
