Knoxville — The Planning Commission approved a package of variances, alternative design standards, a concept plan and a development plan for Phase 3A of the Strawberry Hill subdivision, allowing 114 detached residential lots and several vertical‑curve design exceptions to reduce grading and limit hillside disturbance.
Staff read a multi‑motion recommendation requiring specific findings for relief from AASHTO vertical‑curve k‑values at several Road D and Road C locations and for an alternative design. The motions recognized hardship claims that reduced curve lengths would better match the existing topography and limit hillside disturbance. Knox County Engineering and Public Works recommended approval of the variances.
Brad Sharp, speaking for the applicant, said the work will reduce grading in hillside protection areas and match the existing contours. Commissioners approved the four variance motions, the alternative design standard and the concept and development plans after staff conditions were read and no opposition appeared at the hearing.
Approvals were conditioned on the engineering and public‑works conditions as listed in the staff report; the development plan was approved for up to 114 detached lots in Phase 3A subject to the noted condition. Staff, engineering and the applicant will finalize technical grading, stormwater, and road design during permitting and final plat phases.
