The Laredo Planning and Zoning Commission approved a revised master plan for the Cielo Vista development and the preliminary plat for Cielo Vista Phase 2, subject to staff comments. City engineers and the applicant’s engineers presented the revision and said the project’s proposed uses include residential, multifamily and commercial areas.
City engineer Amiri Barra represented the project and said he concurred with staff comments. The revised master plan packet presented a figure of about 1,276 lots for the development. During discussion, the planning director clarified that the master plan review does not itself change zoning: “When they indicate multifamily, we're advising the applicant that a zone change will be required. We're not requesting a zone change. We're just advising them.”
Commissioners moved to approve the master‑plan revision and the preliminary plat subject to staff comments; the motions passed on voice votes. Engineer Javier Guarra also appeared for the preliminary plat and indicated concurrence with staff comments.
