The Edina Housing and Redevelopment Authority on May 15 moved into a closed session under Minnesota Statute 13D.05, subdivision 3, to review 11 responses to a request for proposals for the sale of land at 5146 Eden Avenue, the authority said at the meeting.

The closed-session motion was made by Commissioner Jackson and seconded by Commissioner Risser; the chair called for a voice vote and the motion carried. The HRA said the board had a “thorough discussion” of the proposals and will hold a future special closed session to continue deliberations; no sale decision was announced.

The decision to review proposals in closed session follows a multi‑year discussion by the HRA about potential uses of the former public works site. The authority’s economic development director, Bill Neuendorf, led the recent outreach; officials said 11 proposals were received in response to the RFP.

Commissioner Carolyn Jackson asked that any proceeds from a future sale be considered for the HRA’s suspended second mortgage program. “I just wanna make a note now because I'll forget maybe in the in the future that I would like to see some of these proceeds put towards that program,” Jackson said during the meeting.

Commissioner Risser urged the HRA to consider infrastructure needs as another high priority, citing Lewis Park’s lack of air conditioning. “I remain very concerned that ... the Lewis Park Building does not have HVAC,” Risser said, adding that the park serves people who live in affordable housing.

Executive Director Scott Neal said staff will continue scheduling follow-up meetings and are monitoring housing bills at the state legislature. “We will begin the process of assessing your calendars ... keep your calendar sharp for about the next 60 days,” Neal said.
