On Oct. 22 the Board’s Law Enforcement Committee recommended several vendor contracts intended to maintain public-safety operations and services.
A sole-source award to Motorola Solutions, Inc., for maintenance, support and cloud implementation services for the county’s computer-aided dispatch (CAD) system was recommended for committee approval. Chief Inspector Wingdown of the sheriff’s office said the first-year cost includes cloud migration work and other implementation items; the total request for sheriff and fire combined was reported as $518,586.
The committee recommended a renewal with Mid South Solutions for officers’ uniforms, physical‑training gear and related apparel (annual not-to-exceed $865,990). Alicia Lindsey, chief administrative officer for the Shelby County Sheriff’s Office, said the vendor was previously procured and the renewal covers new and replacement uniforms for deputies, correctional officers and dispatchers.
An emergency contract for the replacement and installation of nine HVAC units at 6201 Haley Road (the jail, Veil East) was recommended for ratification and approval; the amount reported to committee was $274,817.80. The purchase order had already been issued because Sheriff’s Office staff said the deficiencies posed immediate risks to safety and operations.
The committee also recommended a single-source renewal with Inside Outside Circle Foundation to provide therapy services at the Shelby County Jail (initial-year expenditure $162,000). Sheriff’s Office staff said the program targets detainees identified as potential influencers in reducing facility violence and that the vendor has prior experience in similar work.
Finally, the committee recommended appropriation and expenditure for enterprise Microsoft 365 licensing (Insight Public Sector, not to exceed $524,002.95 for FY2026) so the sheriff’s office could avoid interruption of essential software services.
Why it matters: The contracts fund core public‑safety functions and continuity of services — from dispatch and jail operations to detention programming and everyday uniforming. Committee members recorded favorable recommendations for all items; each contract will proceed to the full commission for final approval and execution.
