The Board approved variances allowing a storage building and carport in the front and side yards of 15045 East Beaver Drive after the property owner described the lot layout and mobility limitations as a demonstrable hardship.
The City of Central Board of Adjustments approved variances to allow a storage building in the side yard and a carport in what is classified as the front yard at 15045 East Beaver Drive, a 0.33-acre lot in the Crystal Place subdivision.
Property owner Emery Dean "Ed" Bernard Jr. told the board the parcel’s lot layout leaves essentially no backyard and that the existing trailer sits diagonally across the lot, making the side yard the only practical location for a storage structure. Bernard said he walks with a cane and has chronic hip pain, which makes carrying supplies and getting from the car to the door in bad weather difficult. He said the carport and storage are matters of “both practicality and physical necessity.”
A board member who visited the property reported the backyard “doesn't exist” and supported the claim the parcel is uniquely constrained. The chair moved to approve both the front-yard and side-yard variances on the basis of the property’s unique layout and the owner’s demonstrable hardship; another member seconded. The board took a roll-call vote and approved both requests.
Board staff advised Bernard to follow up with staff (Mr. Freeman) to complete required permitting steps. The approved variances apply only to the specified accessory structures and the specific lot; the board’s action does not alter R-1 zoning standards generally.
Bernard thanked the board for their consideration and noted the decision will accommodate his mobility needs and permit safe, sheltered access to his vehicle and storage of yard equipment.
