Bailey said he inherited a budget prepared before his appointment and described a smooth transition. He noted an open parks position that will be approved by the recreation commission and filled “in 2 weeks,” and he cited equipment costs, shrubbery and fence repairs, and capital items arriving on schedule. Rory told the committee the Recreation budget contains small increases to the pool‑leaders account and maintenance to support a new spray park expected to open in July. Rory said he requested an additional full‑time position but the mayor did not approve it in this budget year; the department will rely on returning seasonal staff and part‑time help.
Councilors praised both departments for event work, field and playground projects, Spence Farm programming and a new floor there, and improvements at Leland and other properties. Several councilors urged future consideration of additional full‑time recreation staff, noting the department generates program revenue and handles many citywide activities.
