Ellensburg City Council approved a site-specific rezone for Parcel ID 954442 at 902 North Enterprise Way on June 2, adopting the hearing examiner's recommendation and conducting the first reading of Ordinance 4963.
The change reclassifies the property from Light Industrial (IL) to Regional Center Mixed Use (RCMU). Chase Peterson, associate planner for the city of Ellensburg Community Development Department, told council that the parcel’s future land-use designation is Community Mixed Use and that the rezone request is consistent with that designation. Peterson said a SEPA Determination of Nonsignificance issued April 24, 2025, and that no SEPA appeals or public comments were received in the administrative record.
Quentin Batcher, attorney for TAJ LLC, the applicant, said he had nothing further beyond the staff report and thanked the planning staff. The council noted that the closed-record hearing relied only on the record previously developed before the hearings examiner; no new evidence was admitted.
A motion to approve the rezone and adopt the hearing examiner’s findings passed; the council then conducted the ordinance first reading required to change the zoning classification.
Because no development is proposed with the rezone, Peterson told council that any future project will be subject to the applicable municipal code in effect at the time of application.
The ordinance and supporting documents will be available in the city record; staff said the public works department provided a single agency comment focused on potential future development requirements rather than objections to the rezone itself.
Council members who participated in the vote approved the rezone and the first reading of Ordinance 4963, which amends Title 15 of the Ellensburg City Code to change the classification from IL to RCMU.
