The Dothan City Commission approved ordinances granting franchise agreements to Fiber Utility Network Inc. and Comcast of Alabama LLC to construct, operate and maintain fiber-optic and cable infrastructure within the city.
The Dothan City Commission voted to approve two ordinances allowing telecommunications providers to build and maintain communications infrastructure within city rights-of-way.
Ordinance number 2025-134 authorizes a franchise agreement with Fiber Utility Network Incorporated to allow "the construction operation and maintenance of the fiber optic infrastructure network within the city of Dothan." Ordinance number 2025-135 authorizes a franchise agreement with Comcast of Alabama LLC to allow the construction, operation and maintenance of a cable system within city limits. Both ordinances were moved for immediate consideration and approved by voice vote.
Commissioner Pierce thanked the utilities and city staff who worked on the agreements, saying, "I just want a quick comment. Thank all those that have worked on the our our new agreements and and wordings and things to try to... I think these new agreements are trying to clean some of that up." The commission also asked whether the new agreements require contractors to restore private property in subdivisions after work, and a city staff member responded that legal review ensured standards require property to be restored "back in the the same standard."
The agreements, as presented in the meeting, include updated language intended to address concerns about multiple poles, repeated digging in subdivisions and standards for restoring property after construction. The commission approved both ordinances by voice vote; the transcript records "motion carries" for the first and the second item likewise carried on approval.
