Owner seeks rezoning of 403 Locust to allow split lot and second single-family house

An application to rezone 1.5 acres at 403 Locust Street from general industrial (M-2) to single-family residential (R-1) was presented to the Board of Aldermen; the property owner said the change would allow the existing residence to remain and permit building a second house after a lot split.
Christina Stanton, AICP, summarized the property history and staff analysis: the area was established under older plats and received industrial zoning in 1978; the site presently contains a house with outbuildings dating from the 1940s. The proposed rezoning aligns with the city’s comprehensive plan designation of “community mixed use,” which Planning staff said supports integrating modern residential uses in these areas. Planning and Zoning recommended approval 6–0 and staff recommended approval of the rezoning (council bill 21).
Property owner Clint Miller spoke at the hearing and said simply, “I’m just here to get my property rezoned so I can build a new house.” No other members of the public spoke for or against the rezoning at the hearing.
Board members did not vote at the meeting; the ordinance approving the rezoning will be read again and considered at the June 2 meeting.
