Keller ISD officials presented a required public hearing Thursday on federal grant entitlements for the 2025–26 school year and listed expected allocations for Title I, Title II, Title III, Title IV, Perkins CTE funding, and IDEA B special‑education grants.
Lee Cook, who presented the federal grant report, explained the formula that determines entitlements: the district's allocation is calculated from data such as poverty measures, IRS data and housing information from two years prior. "This means this year's funding is based on a formula that uses data from 2024," Cook said.
Cook read the district's projected ESSA figures and explained small year‑to‑year adjustments. He said Title I funding showed a modest increase of about $15,000, Title II and Title III allocations rose slightly, and Perkins funding for career and technical education increased about $13,000. Cook also described IDEA B special‑education funding and noted the grants operate on a reimbursement basis: the district spends funds first and then seeks reimbursement from the Texas Education Agency.
When asked about the likelihood of full reimbursement, Cook said the district has sound processes and typically receives the draws for allowable expenses; he added that federal funding flow for future years depends on national priorities and department actions. No members of the public signed up to comment on the federal grant report during the hearing.
The board accepted the presentation and moved on to subsequent agenda items.
