The Board of Estimate and Contracts on June 17 approved multiple Recreation and Youth Bureau items aimed at summer programming and job training for Mount Vernon youth.

The board authorized a partnership between the City of Mount Vernon’s Department of Recreation and the NewYork-Presbyterian Division of Community and Population Health to operate a summer youth market program, and accepted a donated 40-foot high-cube storage container from the Westchester Soccer Club for Memorial Field.

Separately, the board approved an agreement for summer youth employment services with the Westchester–Putnam Workforce Development Board and retroactively authorized a short-term aviation industry training contract with Barrington Irving Technical Training School, covering May 19 through July 18, 2025. Officials said the aviation training is funded by the Westchester–Putnam Workforce Development Board.

During roll call, the three voting officials approved each item: Comptroller Morton — aye; Council President Brown — aye; Mayor Patterson Howard — aye.

City staff explained the storage container will provide seasonal equipment storage at Memorial Field to ease seasonal logistics for the Westchester Soccer Club and Recreation Department. On the aviation training, the agenda described the contract as a retroactive authorization for job-specific instruction funded by workforce development dollars for the stated May–July window.

No dollar amounts for the youth market partnership, the donation valuation, or the workforce-funded training were specified in the recorded discussion. The board did not identify any objections during the votes.
