Sussex County Council approved a contract change that decreases the Joy Beach sewer expansion contract by $133,687.60 and granted substantial completion effective April 25, 2025, contingent on final concurrence from the State Revolving Fund administrator.

County staff said this action closes out the Joy Beach “proper” portion of the project under the Chesapeake Turf contract. Staff noted remaining punch‑list items are being worked through and that the SRA concurrence is required before retainage release and final closeout.

Council voted unanimously to approve the decrease and grant substantial completion, contingent on SRA final concurrence.
