The Harahan City Council approved Ordinance 2025-5 establishing a temporary six-month moratorium on the establishment, expansion or relocation of mechanic shops within city limits.

Council members said the moratorium gives the Planning and Zoning Commission time to study potential zoning and regulatory changes, including drafting a clearer definition of "mechanic shop" and determining a threshold for when a business is primarily engaged in motor-vehicle repair. Councilman Asbille proposed an amendment defining "primarily engaged" as 75% or more of gross sales derived from motor-vehicle repair; the council adopted that amendment before voting to approve the ordinance as amended.

Council members described the purpose as fine-tuning rules around vehicle repair, parking of vehicles on-site, and compatibility with surrounding commercial and residential areas. The moratorium is temporary and intended to preserve the status quo while regulations are reviewed; it does not apply to businesses that already meet the code exemptions described in the ordinance.
