City Manager Sam Mace explained the city is not receiving $2,100,000 in revenue for the transfer and that the agreement is structured to comply with the state constitutional anti‑donation clause: the Family Crisis Center will provide in‑kind services as consideration so that title can transfer free and clear. Mace emphasized the city and county had previously held title to community facilities that were funded by grants and functioned as fiscal agents, and the transfer is designed to give the nonprofit formal ownership of facilities it has long occupied.
The council approved the consent agenda (items 6, 7 and 8) by a unanimous vote on a single motion moved by Councilor Giacchino and seconded by Councilor Rogers. Later in the meeting the city attorney presented two proposed ordinances; council voted to publish an ordinance authorizing and approving the transfer of city‑owned land to the Family Crisis Center with final action set for July 22. The ordinance publication vote was moved and seconded and passed without opposition.
City Attorney Brickell noted publication and a final hearing are required under state law for disposal or transfer of municipal land in some circumstances. Mace and city staff reiterated that the structured sale is intended to complete legal ownership transfer without violating limitations on municipal gifts to private entities. Final sale terms and closing will follow statutory notification and any required public hearing. The council took no further action at the meeting beyond authorizing publication; final approval remains subject to the July 22 ordinance hearing and any statutory requirements.
