Allegheny County Council read the title of an ordinance on June 30, 2025, that would allow Lazarus S1 LLC to use specified county‑owned property in North Park for filming the television series Parallax, slated to premiere on Apple TV+.
Acting President Macy said the county must meet a tight schedule ahead of the July 4 holiday and the council summer recess, and that the Council’s last opportunity for a final vote before filming begins would be the July 8 regular meeting. Macy told members the Sunshine Act required the committee agenda to be posted at least 24 hours before the meeting and had the clerk read the ordinance title into the record.
The clerk read the ordinance as bill 13593‑25: “An ordinance of the County of Allegheny, Commonwealth, Pennsylvania, to allow Lazarus S1 LLC to use certain county‑owned real and personal property in connection with filming a television series referred to as Parallax, which will premiere on Apple TV+, sponsored by the chief executive.”
Council member Bukowski agreed to convene the Economic Development and Job Creation Committee at 5:30 p.m. the following day specifically to discuss the request. Council referred the ordinance to that committee so the item can be considered and, if appropriate, returned to full council in time for a final vote before filming begins.
Because the ordinance is now before committee, council took no final vote on the substance of the filming request at the June meeting.
