At the July 2025 Oviedo City Council meeting, city staff reported that the recently signed state budget included funding for two local projects but that a $1 million appropriation for a proposed fire training facility was vetoed by the governor.
City staff said the budget signed this session included money for a wildland rescue apparatus and for safety improvements on West Mitchell Hammock, and that both items were passed and signed into the state budget. The same presentation said the governor vetoed $1 million earmarked for a city fire training facility.
"We just had to re re re request it, due to the length of time since the funds were appropriated and, with delays in construction," said Mr. Kelly, a staff member, describing the need to re-submit funding requests. He said the city can reapply in a future legislative session or pursue other grants and look to the sales-tax project list for alternatives.
Council members and staff discussed next steps. "We would look at reapplying for that or look for some kinda other grants to help for that," one councilmember said. When a councilmember asked about delivery timing for replacement apparatus, the chief (unnamed) indicated the vehicle is expected in October.
The city manager and staff framed the veto as a setback that could be addressed by reapplication or alternative funding, but no formal council action was taken at the meeting to change the city's pursuit of the training facility funding.
The budget update also noted that delays in construction and timing of prior appropriations required a rollover or re-request for some items; staff urged continued tracking of state appropriations and grant opportunities.
The council did not take a formal vote related to the state budget items during the meeting; the discussion served as a staff briefing and direction to explore reapplication and grant options.
