The Planning and Zoning Commission on July 10 approved a final plan for phase 2 of the development at the Tortilla Holdings site in Old Hilliard that adds a 486-square-foot building addition, an outdoor food-court area with a stage and space for multiple food trucks, outdoor seating and a gate connection to public parking.
Staff described the site plan showing 12 new paved parking spaces, a dumpster enclosure, string lighting over the outdoor seating area and a horizontal slat fence around the perimeter to provide screening. City engineering recommended the site gate connect directly to the Madison Street public parking lot via a five-foot concrete path and requested owner maintenance of that walkway in perpetuity; staff included that recommendation among nine conditions.
Applicant Megan Williams said the site is intended as a family-oriented gathering space with both permanent and rotating food trucks and a small “kids’ truck” concept for youth-run fundraisers. Commissioners asked about restroom placement and hours; staff said restrooms for the food court are proposed in the new 486-square-foot addition, and the applicant said outdoor operations will conform to city noise rules and likely focus on daytime/weekend hours.
The commission approved the plan 5–0 with the nine staff conditions.
