The council approved Resolution R2025-05 to renew a lease with the Oak Ridge Youth Association (ORYA) for roughly 2,000 square feet of space in the Town Park Maintenance Building. Staff reported ORYA has used the space since February 2011, that the town enlarged the building at ORYAs request and that ORYA contributed to enlargement costs; annual lease payments were made from 2011 to 2021, after which the rent became $1 per year.

Town staff said the current lease had expired last year; the renewal is retroactive to that date and extends through June 30, 2027. Because leases of public property require a public hearing, the council opened and closed the public hearing (no public speakers). Council then approved the resolution by voice vote.

Why it matters: The ORYA uses the space for youth programming and has an historical arrangement with the town; the renewal formalizes an existing long-running occupancy agreement and preserves ORYA access to half the building at nominal rent.

Details and next steps: Staff will finalize the lease documents and make the renewed agreement effective retroactively to the prior expiration date and through June 30, 2027. Council noted the arrangement had existed since the original building enlargement and considered the continuation a formality.
