The North Richland Hills City Council directed staff to prepare ordinance language to remove references to the deputy mayor pro tem and associate mayor pro tem titles and to revise council rules of procedure language governing agenda and packet timing, during a June 9, 2025, work session.
Alicia, the presenter for the item, reviewed the council rules of procedure and said the two additional leadership titles were added during the COVID period in 2020 to provide extra meeting coverage. She advised that “the mayor is the chair,” and that current rules list a succession order that includes the deputy and associate mayor pro tem; staff proposed striking those references from the rules.
Council members indicated consensus to remove the deputy and associate titles from sections 2-65(a) and 2-65(b) of the rules of procedure. Staff also raised a conflict between the rules’ current language (which requires providing the agenda packet to council on the Thursday before a Monday meeting) and new state law that requires posting within three business days; staff proposed eliminating a specific day reference from the city rules and using a timeline-based requirement instead. One council member argued removing specific weekdays makes the rules more flexible if meeting days change in the future.
The presenter said staff would introduce the proposed amendments for first reading on June 23, 2025, and bring an ordinance for final action on Aug. 11, 2025. The council did not vote at the work session; the item will return as an ordinance for formal adoption.
City Manager Paula confirmed staff support for additional follow-ups listed on a future work-session calendar and efficiency-audit timing that staff expects to present preliminary recommendations in August.
