The City Commission on July 17 approved Resolution 25‑20 authorizing a one‑year extension (Amendment No. 3) to the state revolving fund (SRF) loan agreement that funds multiple wastewater projects.
Utilities director Clayton Watkins said the SRF loan package supports the wastewater‑treatment‑plant electrical upgrade, a SCADA upgrade and lift station electrical/SCADA work. Watkins told the commission the SRF loan has grown through prior amendments and is “about $23,000,000” in total and that the program allows a maximum one‑year time extension at a time; staff said they expect to return to the commission for additional one‑year extensions while some long‑lead construction work is completed.
Commissioners asked about new compliance requirements added by DEP; staff said the additional conditions were administrative (telecommunications/monitoring and civil‑rights requirements) and do not change the scope of technical work. Commissioners approved the resolution unanimously.
Ending: Staff said the projects will raise electrical and control equipment above flood elevations and will be scheduled over the next two‑to‑three years; staff will seek to coordinate loan administration and construction phasing.
