College Place Mayor Maya Hernandez and the City Council adopted Resolution 25-044 on July 22, 2025, approving the city's Comprehensive Economic Development Strategy and authorizing staff to submit the plan to the U.S. Economic Development Administration for review. The vote followed recommendations from the Economic Development, Tourism and Events Commission and a July 1 council workshop.
The adoption finalizes a strategy and project list the city intends to use to pursue EDA planning and funding programs. "Once that action is taken, then we will work with staff to submit it to the Economic Development Administration for their review and their final acceptance of the plan," said Ray Saldana, who presented the plan to council.
The plan was recommended by the Economic Development, Tourism and Events Commission on June 2 and again on July 7 after council review. Council members asked no substantive questions during the adoption vote. Council Member Espinosa moved to adopt the resolution and a fellow council member seconded; the mayor called for a voice vote and the ayes carried.
The resolution incorporates the CEDS into the economic development element of the upcoming comprehensive plan update and makes the city eligible to pursue EDA funding opportunities tied to the strategy and project list. Council did not attach conditions or direct staff to make additional changes before submission; procedural next steps are for staff to transmit the adopted strategy to the EDA for final acceptance.
