Public commenter Charlie Jamieson urged the commission to keep oversight on Till Pond and asked for details about the old YMCA project. Jamieson said, "If we helped financially, being the city of Muncie or the MRC specifically, that's taxpayer dollars, and it is ours. And we need to keep up on what's happening."
Jeff Howe, city redevelopment staff, responded that the commission provided financial support but is not overseeing day-to-day construction at Till Pond. "We are not doing the construction of the Till Pond. We have provided financial support...we are not managing that project," Howe said. He added that the city engineer and parks department are overseeing the contracted work and that the MRC's role has been to provide financial assistance and support rather than manage on-site construction.
Commissioners echoed the need for public updates. Commissioner Prabilla said MRC participation enabled projects and that the public deserves regular updates because public funds were used: "Those were — that's public treasury going into those projects. The public deserves it."
On the old YMCA redevelopment, commissioners and staff reported that the developer is working on interior engineering. Commissioner Prabilla summarized: "He was working on engineering on the inside of the building... I believe his intentions were to get that done first before he moved over to finish out the Y." Commissioners also clarified ownership and contractor roles for nearby properties: a discussion noted that 620 North Walnut Street is owned by GMAC and that legal counsel is preparing a purchase agreement as the commission evaluates how the site might be used.
There was also a brief discussion about two contractors often referenced for downtown work — CRU and TRU — and some confusion because both companies became active locally around the same time; commissioners confirmed they are distinct entities.
No new funding votes or formal oversight actions were taken at the July 17 meeting. Commissioners asked staff to continue providing status updates on projects that received MRC funding.
