The Main Street Advisory Board unanimously approved a $20,000 façade improvement grant for 438 East Main Street during its June 25 special meeting, and separately approved a certificate of appropriateness to allow the proposed exterior changes.

The grant award was moved by Anita Ramos Ramirez, seconded by Rudy Trevino, and approved by voice vote. Board minutes note the award equals the program cap and that the program reimburses 50% of eligible project costs up to $20,000.

The applicant, Sylvia Mijares, seeks to remove exterior stucco and repair the roof so the building can be leased; board staff reported the property has upstairs apartments and that the owner intends to convert or better market the building for mixed use. The application included contractor quotes: a roofing quote from Mireles Roofing and Remodeling for $15,008.84 and a separate roofing estimate labeled from Sanchez Services for $233,003.64; stucco and demolition quotes included $23,023, $26,800 and $58,500 from listed vendors. Staff noted the total high‑end cost of the project could reach roughly $80,000 and that, under program rules, the owner will be responsible for costs that exceed the $20,000 grant cap.

The board also voted, by motion of Anita Ramos Ramirez with Rudy Trevino seconding, to approve the certificate of appropriateness for the same property so the planned exterior work may proceed.

Board staff said standard due diligence requirements apply before funds are disbursed and that grant payments are processed as reimbursements after verified work completion.

No board members voiced opposition; the meeting record shows the votes were unanimous.
