Melissa, interim airport manager, told the Airport Advisory Board a draft of minimum standards provided by an outside consultant contained excessive operational detail and that staff will reframe the work so that airport rules and regulations come first and minimum standards complement those rules. She said Tim Rogers, a retired Salina Airport director the city has retained on retainer, and Kathleen have reviewed the consultant draft and are defining what should remain in the minimum standards versus what belongs in rules and regulations or lease language.
Melissa said the rules and regulations are intended to be enforceable via city code and that minimum standards will govern aeronautical commercial operations; lease terms will be updated to align with the adopted documents. She said the rules and regulations will cover typical items such as definitions, enforcement and penalties, safety and security, aircraft operating rules, motor vehicle rules, rates and fees (by reference to the city's rate ordinance) and other airport‑specific topics. Melissa said the city intends to publish drafts and allow a public comment period, likely about 30 days, then bring the documents to the governing body for ordinance or resolution adoption; staff anticipated a two‑reading process at commission and the possibility of additional public comment.
The board voted to hold a special meeting on Sept. 10 to review the proposed airport rules and regulations and related minimum standards. Board members discussed logistics and availability; the motion to schedule the special meeting passed with board members recorded as in favor. Melissa said staff will post the drafts publicly when ready and circulate them to the board ahead of the special meeting.
