City staff told the commission it will reject the previously selected contractor for the cabin restoration project after the city attorney flagged discrepancies in the selection procedure and will rebid the work.
"It would be best if we went back and reject the project," the department reported, citing advice from the city attorney. Staff said they will rebid the project quickly and expected not to delay other related events.
To potentially save the city money, staff said they will include three ad alternates in the new solicitation: (1) the use of manufactured stone to screen new poured foundation walls, (2) substitution of manufactured cedar-shape tapered shingles in place of natural wood shingles, and (3) replacing natural stone access with pavers salvaged from the Civic Oval exterior area. The department also said a one-page memorandum dated June 26 in commissioners' packets explains the reasons for the rebid.
Procurement timeline: staff said the bid schedule and package will be available to the general contracting community on Monday, June 30. Commissioners and a member of the public with contracting experience asked to receive the bid package for review; staff offered to share the documents.
Next steps: staff will rebid the cabin project, advertise to the general contracting community and evaluate responses; the commission was asked to review the memorandum in its packet for additional context.
