Friends of the Library representatives told the council they will use the Enders Building for the 2025 Festival of Trees and outlined a schedule, volunteer needs and a set of practical requests for city support.
Organizer Deborah Charette said the festival will move to a week before Thanksgiving; sponsors will decorate trees Nov. 13–14, volunteers will set up Nov. 17–20 and the public event is scheduled for Nov. 22. The organization plans a morning Santa breakfast the day of the festival (no on‑site cooking; organizers said breakfast would be catered or prepackaged). The Friends requested building access for decorations in mid‑October and asked for two additional days after the festival for purchaser pickup and packing up trees and wreaths.
Charette asked city staff to confirm access logistics including keys and window use for painted displays; the council discussed paint placement (inside window edges only), staffing for upstairs tours by city employees if requested, and how to secure fragile displays and limit access to the second floor. Organizers asked that the city help with shoveling the back parking lot if there is snow and discussed limited electrical and outlet needs; staff said they would coordinate electrical access and check outlets.
Cleaning and facility costs were discussed. Friends leaders said the building professionally cleaned recently and estimated a professional cleaning cost around $1,000; they offered to contribute toward cleaning and the council discussed a proposal for the city to cover up to $250 toward post‑event cleaning. The group also requested permission to paint window edges for displays and said local artists would use removable paint and test products to avoid damage.
The Friends said they expect the festival proceeds to benefit the library; they requested help coordinating volunteers and publicity. City staff and council members thanked organizers and said staff would follow up on key logistics (keys, access times, electrical outlets, plumbing repair for a leaking toilet) and confirm whether the city will provide limited cleaning support and snow removal.
Organizers also referenced insurance coverage for events and said they will coordinate volunteer staffing lists; the council advised the Friends to coordinate directly with staff for a schedule and final access permissions.
