During the public‑comment portion of the Park Ridge CCSD 64 Board meeting, Micah Philbrook, identifying himself as "a parent and an advocate for special needs children, specifically ones who are non speaking or verbally delayed," urged the board to enforce the district’s search‑documentation requirements and to adopt stronger protections for non‑speaking students.
Philbrook said a search occurred at Roosevelt Elementary for a verbally delayed child that was not recorded. “When there is a policy in place but no enforcement, it is meaningless,” he said. He told the board that failing to document searches removes accountability and leaves vulnerable children without protections.
He called on the board to take three steps: enforce the existing documentation requirement with real consequences for noncompliance; require parents of non‑speaking or verbally delayed children be informed before a search takes place; and mandate that a parent or trusted representative be allowed to be present during a search. "If the school district truly believes in transparency and protecting students, then allowing searches to go undocumented, especially for children who cannot self report, it's a failure of leadership and of ethics," he said.
The board did not take formal action during the meeting; public‑comment rules cited by the board president note the board will not respond immediately and cannot take formal action on non‑agenda items but recommended contacting the board president by email for follow‑up.
