The St. George City Council voted unanimously to approve resolution 2025-007R amending the fiscal year 2024–25 budget to add seven items funded by grants or donations totaling $1,377,328.
The amendments — presented by staff member Robert — allocate specific outside funds to capital and equipment needs and do not raise local taxes. "Good evening, mayor and council. Tonight's amendment includes separate, 7 separate items totaling a little over a million dollars," Robert said during his presentation.
The council approved the following additions to the 2024–25 budget:
- Police: $25,000 from the Utah Department of Public Safety to purchase six in-car video camera systems for DUI enforcement.
- Parks (Little Valley Pickleball Complex): $49,400 donation from Greater Zion to buy expanded, portable bleachers for larger tournaments.
- Regional trail counters: $147,928 from the Dixie MPO to buy 14 counters installed across multiple jurisdictions to help prioritize trail maintenance.
- Vernon Worthen Park gazebo replacement: $35,000 donation from the Exchange Club to fund replacement and related improvements.
- Santa Clara River floodway improvements (Sunbrook): $600,000 from the Washington County Flood Control Authority for vegetation removal, sediment removal and hardening.
- Virgin River channel stabilization near the Dixie Center: $440,000 from the Washington County Flood Control Authority to address erosion threatening nearby infrastructure.
- Power-line realignment over I‑15: $80,000 from a state grant to begin realigning overhead power lines for an upcoming I‑15 project.
Staff said the trail counters will provide usage data to help allocate maintenance funding, and the pickleball bleachers are portable and can be moved for other events. Councilmember questions included whether the new bleachers were fixed or portable; parks staff member Cody said they are portable but large.
Councilmember Danielle Larkin made the motion to approve the amendments; Natalie Larson seconded. The roll-call vote was recorded as Steve Kemp, Michelle Tanner, Danielle Larkin, Jimmy Hughes and Natalie Larson voting aye; the motion carried unanimously.
Because the appropriations are funded by grants and donations, staff and at least one councilmember highlighted that the items reflect outside fundraising and interagency grants rather than new local revenue. The council opened and closed a public hearing on the amendments with no public comments before voting.
