The Northborough Planning Board has decided to delay an update to the town’s housing production plan until recent state mandates and current local zoning changes have had time to settle, Planning Board member Amy Paretsky told the Master Plan Implementation Committee on April 14.

Paretsky said the board reviewed the housing chapter of the Master Plan and the 2012 housing plan but voted unanimously to “wait to see how it plays out” after recent work on three housing initiatives: the MBTA‑area zoning bylaw adopted at last Town Meeting, a state‑mandated accessory dwelling unit (ADU) bylaw to be allowed by right, and a new inclusionary (affordable housing) bylaw for developments over 10 units with a 15% affordability requirement and a density bonus to offset costs.

“There's a lot going on right now,” Paretsky said, explaining the board wants to allow the effects of newly adopted bylaws and forthcoming state guidance to become clear before commissioning a new housing production plan. The Planning Board will revisit whether to update the plan next year once the regulatory environment is clearer.

The MPIC agreed to note in its master plan matrix that the Planning Board will reconsider the housing plan in calendar year 2026.
