The Scottsbluff City Council approved multiple permits requested by BDS 3 C LLC, doing business as Flyover Brewing Company, including 10 special designated liquor (SDL) licenses for the Bands on Bridal summer series, a community festival permit that includes a street closure and noise permit for July 19, 2025, and a special designated liquor license to serve alcohol at a birthday celebration and street dance on July 19, 2025.
The SDLs cover a series of dates at the Eighteenth Street Plaza (requested dates included June and July dates listed in the application) with service hours generally requested through the evening. Flyover’s representative told the council she will serve as off-site marketing/promotions manager and that Haley Ricky will serve as the on-site manager; Haley is ServeSafe-certified. The vendor said wristbanding will be used and that the vendor’s point-of-sale and wristband system will help prevent sales to minors. The representative described a plan for end-of-night sweeps to ensure alcohol is not removed from the event area and said inventory access will be restricted to a small number of employees.
Councilmembers asked about public safety, gate control and emergency access for the requested street closure. Councilmember Jerry asked whether emergency services had been consulted: “So when you close the street…do you get approved some level of approval from the emergency services…?” City staff said chiefs had been part of earlier conversations for prior years’ events and that staff would ensure emergency services and the street division are consulted on setup and gate management. Flyover representatives described using borrowed cattle panels to close the block and said the panels can be opened quickly if emergency access is needed.
The council approved the SDLs, festival permit/street closure and the birthday celebration SDL in separate votes. Motions and roll calls recorded:

Council and event organizers discussed logistics including wristband consistency across vendors, vendor staffing, liability/insurance for off-site events, street-division support for barricades to avoid overtime costs, and coordination so gates can be opened quickly if emergency responders need to access the closed block. Staff said they will coordinate with public safety and street crews ahead of the events.
