At the start of the Humboldt Unified School District meeting on March 27 several members of the public used the board's public-participation period to press the board on library materials, ESA student participation and a public-records request.
Anne Pandarbus and Linda Lutzer urged the board to re-examine its relationship with the Yavapai Library Network (YLN), arguing that some materials available through YLN are inappropriate for children and asking the district to consider withdrawing from the network or otherwise requiring parental permission for access. Both speakers recommended the board invite Arizona School Board Watch Dogs and Dr. Jeffrey Hansen to present research on childhood trauma and materials exposure; board members took the request under advisement.
Pandarbus also asked the board to repeal the December 2024 decision that excludes Empowerment Scholarship Account (ESA) students from participating in district interscholastic activities under policies IIE and JJJ. She cited AIA (Arizona Interscholastic Association) guidance that allows ESA students to participate if they are not enrolled elsewhere and said some ESA families contribute to school programs. The board did not take immediate action on the request but heard it during public comment.
Alex Anderson, a district graduate and current educator, told the board it had been 64 days since he filed a public-records request related to personnel and financial management. Anderson said the inspection process had been delayed and that he had been charged a requested $336 for inspection without receiving an itemized fee breakdown. Superintendent Griffin asked staff to provide Anderson the itemized invoice and a comprehensive update on the public-records request.
District staff and other employees used public comment to thank the board for a recent Classroom Site Fund decision. Anna Powers, a speech-language pathologist, described how expanding classroom site fund eligibility and moving a percentage into base salary would help recruit and retain related-service staff (SLPs, OTs, PTs) and reduce reliance on costly purchase services. Other special-education staff thanked the board for the change and said it helped fill a full-time SLP opening for 2025-26.
Board response: Superintendent Griffin and board members acknowledged the comments and directed staff to follow up: provide Anderson the requested invoice and update; review options regarding YLN participation at a later date; and note the public feedback on ESA policy for future agenda consideration.
