The Environmental Quality Board asked the Senate Environment committee on April 1 to repeal two obsolete statutory provisions related to environmental review and reporting.
Catherine Neuschler, EQB executive director, described Senate File 27 81 as a repeal of a mandatory categories report requirement that had required repetitive submissions to EQB, MPCA, DNR and MnDOT. Neuschler said the EQB now uses a continuous improvement process that evaluates a broader portion of the environmental review program and that the old, narrowly focused report is redundant.
Senate File 27 82, presented by EQB staff, removes other obsolete language, including a 1995 reference related to lead rules and a transition provision tied to silica‑sand rulemaking that the board said is now obsolete because the rule thresholds have been established. EQB requested the repeals for government efficiency and to remove clutter from statute.
Committee members had few questions. The bills were laid over for possible inclusion in an environment omnibus package.
