The Senate Finance Committee reviewed a committee substitute for House Bill 3350, a supplemental appropriations measure that would transfer $13,138,459 from the unappropriated balance of general revenue for fiscal year 2025 to the Department of Homeland Security, Division of Corrections and Rehabilitation and the Bureau of Juvenile Services.

Committee counsel outlined the allocation: $5,483,314 to the Special Services appropriation; $5,885,255 to the Directed Transfer appropriation; and $1,769,890 to the central office appropriation within the Bureau of Juvenile Services. Counsel said the supplemental restores funding that had been requested but not provided to the department during the second extraordinary session of 2024 and that the funds will cover shortfalls in operational expenses for the remainder of the fiscal year.

Counsel also told the committee that the House committee substitute reduced the introduced amount by $4,000,000 because an alternative special revenue funding source was identified to cover some costs. The vice chair moved that the committee substitute be reported to the full Senate with a recommendation that it do pass; the committee approved the motion by voice vote.
