The Select Board took several procedural and recommendation votes related to the Annual Town Meeting warrant.
The board agreed to reopen the warrant and add an article authorizing a tax-increment financing (TIF) consideration for 9 Goddard Road. Town counsel and staff warned that, if the board later agrees on terms for a parcel-specific TIF, the board might need to return with a special meeting providing the full TIF agreement for voter consideration. The Select Board added the article to the published warrant and closed the warrant; the action is non-binding with respect to specific future TIF terms, the board noted.
The board also reviewed and then executed the printed Annual Town Meeting warrant (April 28, 2025) and the election warrant for May 13, 2025; both were approved by vote for publication and signature.
On the board’s recommended positions for Town Meeting, members discussed a proposed Article 13 — a special-purpose stabilization fund to phase in wage obligations for personnel covered by a federal SAFER grant and to mitigate the town’s future budget impact when grant support ends. Select Board members split on whether to recommend the article to Town Meeting. After discussion, the board voted on a recommendation: the motion to recommend Article 13 received two votes in favor and two opposed, creating a tie; as a result, the board recorded no official recommendation to Town Meeting on that article.
Other warrant-administration actions included the board’s motion and vote to accept a supplemental article on TIFs (the 9 Goddard parcel) and to assign Select Board members as presenters for various Town Meeting articles. Select Board members and staff agreed the Appropriations Committee and other advisory bodies should have the opportunity to review TIF terms before any final authorization is offered to voters.
The board also approved reappointments to boards, committees and commissions listed in the reappointment memo and agreed on a selection process and timeline to fill a pending Select Board vacancy after the election.
